Bump rastrillo to v0.22.0

go.mod/go.sum only. Verified rather than assumed: neither this app's
hand-written markup nor its docs use the sticky save-bar idiom
(grepped for rst-form-foot / rst-form-bar / save-bar / sticky —
no hits anywhere; this app has no HTML markup to begin with, only
/healthz and /api/version, both served by rastrillo itself), so
v0.22.0's rst-form-foot -> rst-form-bar rename does not reach it.
`rastrillo doctor` reports nothing vendored to check (no static/
tokens.css here, so nothing drifted). `rastrillo markup` (report
mode) flags class="rst-*" wording in AGENTS.md and the design spec
as text matching the deprecated spelling; those are documentation
prose about the framework's grammar, not markup, so nothing was
changed. make test (vet, gofmt, build, migration check, full suite,
-race) is green.
