🤖 chore(design): waive side-tab on the passage :target marker
Paul confirmed it is intentional, so it is recorded in one reviewable place rather than silenced with an inline comment. [rst-passage]:target draws a leading accent border on the single passage a citation just linked to. Every search result links to a specific passage ordinal, so without the marker the page jumps and nothing says where you landed — it is a transient anchor-target state, not ornament on a static card, which is what the rule is aimed at. It already resolves through --rst-accent with a token fallback, so it is not a colour literal either. Scoped to the one file, not the rule globally: a real side-tab elsewhere should still be caught. The line predates this branch and surfaced only because rst-result-path shifted its number.
