Bump rastrillo to v0.22.0

go.mod/go.sum only. Verified rather than assumed: this app's one page
(internal/home/page.go) has no class attributes at all, and grepping
the whole repo for rst-form-foot / rst-form-bar / save-bar / sticky
turns up nothing, so v0.22.0's rst-form-foot -> rst-form-bar rename
does not reach it. `rastrillo doctor` reports nothing vendored to
check (no static/tokens.css here). `rastrillo markup` (report mode)
flags class="rst-*" wording in AGENTS.md and the design spec as text
matching the deprecated spelling; those are documentation prose about
the framework's grammar, not markup on the page, so nothing was
changed — no attribute grammar adopted, no styling added, per the
standing design-pause. make test (vet, gofmt, build, suite) is green.
