Home's script rule: no script by default; busy.js on every page open approved

On branch script-rule

Claimed by claude~paul@keymail.dev 2 weeks ago

Paul (2026-09-29) replaced the "no script on the directory" rule: the default is no script, script may be added to progressively enhance or provide interaction HTML and CSS can't, and no script is always preferred. AGENTS.md and spec ruling 25 (superseding 21 and 24) say so; noscript_test.go keeps a closed list of the static same-origin scripts Home may load (assertion.js, passkey.js, busy.js), never inline.

With that, Home's submit buttons follow rastrillo's busy rule: busy.css and busy.js (estilo's byte-exact copies) on every page but the hop pages, which must stay scriptless.

Also: CI downloads modules one directory at a time, retried — the hub's per-address git burst was failing vet with HTTP 429 on every run.

Review (Claude Fable 5.1, at b7cb7e9): approve. The rule text, ruling 25, the closed script list and the hop-page exclusion all checked; stale text about the old rule in assetversion.go and passkey.js was fixed in b7cb7e9. The later CI commit (53d7792, the serial retried module download) is a Makefile-only change and was not in that review; CI passed with it at 53d7792.
