Implement only the producer read amendment approved at42529b5 (Home37), atop frozen HTTP9e9613d (Home38). Isolated feat-roster-pending. Operator agent owns independent OperatorSchema/current provisioning pointer and all signed writes/CLI; this slice adds pending scope/time/current-owner checks in the existing single roster read transaction and tests. Live behavior and wire stay unchanged; no bootstrap, runtime mounting, deploy, or activation. Full gates/exact CI/Fable code review before handoff. Exact writer schema integration coordinated with docslinkstore.
