Mark estilo's premise as under review

Paul's stated direction is now rastrillo's design system with app hints
for customising, rather than a suite variant — and styling conclusions
wait on rastrillo's own design-system work settling.

Two sessions received conflicting rulings about whether this repo should
exist at all. That conflict is with Paul and is not resolved by taking
whichever relay arrived most recently, so nothing here is torn down and
nothing is built. A repo asserting a premise that may be superseded is
worse than an empty one, which is why the banner goes at the top of both
files rather than in a note somebody finds later.

The decisions below the banner are kept. The reasoning — extraction
versus destination, two specs are guesses while two implementations are
facts, the class-versus-attribute split by repo — holds regardless of
where the components end up living.
