The unreleased gap is 18 commits, and stamp the count

Re-counted against origin/main after a fetch: ac287b5, 18 ahead of
v0.19.0, not 17. The count moves; the gap is the point, so it now carries
the commit and date it was taken at rather than reading as a fixed fact.

Four of those commits are ones the inspector and toolbar dropdowns want
directly -- menus that cap height and scroll, menus that flip to fit the
viewport, and scrollbar-gutter: stable behind a token.
