rastrillo v0.22.0

The framework writes the attribute grammar itself now, so Docs and
rastrillo write the same spelling. Measured: class="rst-" on our
rendered page went 2 -> 0.

markup run in report mode rather than trusted -- its three hits are prose
in a plan document quoting a test that greps for the pattern, and it
correctly refused to touch them. doctor has nothing to check because Docs
serves the CSS from the module at runtime rather than copying it into
static/, so the frozen-tokens.css trap cannot happen here.
