status: accrue carbon tally (margaret-gardening, window to 2026-07-20) (#1199)

Local Claude Code transcripts prune after ~a week, so accrue this
machine's window before it's lost to the ledger. Per-source cutoffs mean
re-runs and other machines never double-count.
