# Plan 14 census overlay reserved285 (amadan #285, reserved account sqids): the account allocator (internal/domains NextAccountID) steps over ids whose sqid is a reserved label, and the console's account materialization logs a live account that holds one. Envelope-only: no root-read unit changed or was added, nothing runs as root that did not before, and no registry, /data, release or claim read was added. Earlier overlays are immutable.
