# Every unit runs in the console. New: Store.LiveAppCount and Store.RestoringAppsIn count the account's own apps rows (accepted legacy at their store siblings' J4 root-input disposition). Changed: Server.handleAPICreateApp gains the plan-cap check under the account lock and is re-frozen at its main disposition. The internal/console envelope is re-pinned. Frozen declarations are added, so the seal moves.
