# Census overlay db-region-forward-copy (the Luna-approved copy for forwarded db reads, 2026-10-23: seven DBF sentences rewritten in dbforward.go and internal/console/apidbforward.go, and the CLI page), loaded LAST in TestPlan14RootReadCensus, after plans-3a-creation-caps, the overlay main loads last at 6e8564ad. Envelope re-pins only: string constants changed, no read was added, removed or changed, and no unit row changes, so the legacy seal does not move. rev3=census-ruling-db-region-forward-copy, accepted by the census owner on #280, 2026-10-23 (docs/superpowers/notes/census-proposal-db-region-forward-copy.md).
