Rev 9 answers your round 8 (CODEX-FINDINGS-REGION-HA-SPEC2-8.md). §21 maps both findings. The settlement barrier is now one general rule over every box-reference field in the claim, with a coverage test, plus in-flight requests. Never-woken instances are woken once before relocation.

Judge:

1. Are A8-1 and A8-2 closed? Check the claim's box-reference fields in internal/hostclaim, internal/hostrelocate and the move code.
2. Is the general rule complete? Can an instance still reach a drained, settled box by any path?
3. Is the one-off platform wake of a never-woken instance safe under the claim and the activator?
4. Anything new. Report only new items.

Give findings P1/P2/P3 with file:line and a failure scenario. End with a verdict: ready for a plan, or not.
