Astra: region HA spec 2, round 5 (confirming)

Rev 5 answers your round 4 (CODEX-FINDINGS-REGION-HA-SPEC2-4.md). §17 maps each finding.

Judge:

  1. Are A4-1 and A4-2 closed? Check against internal/hostfloor, internal/hostactors/census.go, internal/host/systemapply.go, internal/edge/mesh.go and homemap.go.
  2. Anything new. Report only new items.

Give findings P1/P2/P3 with file:line and a failure scenario. End with a verdict: ready for a plan, or not.
