Astra: region HA spec 2, round 12 (confirming)

Rev 12 answers your round 11 (CODEX-FINDINGS-REGION-HA-SPEC2-11.md): a role on the region's group entry in the roster, inherited by every box at enrolment in the same roster write (§7, §9, §24).

Judge:

1. Is A11-1 closed? Check against internal/hostactors (roster, Region, enrolment).
2. Anything new. Report only new items.

Give findings P1/P2/P3 with file:line and a failure scenario. End with a verdict: ready for a plan, or not.
