Astra: confirming review of tenant-directory fix 5

Your round 3 (CODEX-REVIEW-REGION-HA-TENANT-DIR-3.md) found one P2: an inherited over-limit manifest entry trapped publishing in a permanent retry loop.

Fix 5 (318519f5) answers it:

• hostfiles.Open refuses a manifest that holds a path over 4095 bytes, with a terminal ErrTooDeep.
• Run stops on such a commit with one log line, without retrying.
• Restore, ValidateManifest and CopyManifest also refuse that manifest.
• Nothing is committed over it.
