No new P1/P2/P3 findings.

All three round-2 findings are closed in the proposed code:

• Tasks 11–12: Capacity checks precede the placement gates, with full HTTP move tests for missing edges files and blank addresses.
• Task 11: Selection precedes environment binding. Tests check unchanged store bytes, no writes on refusal, and reuse of the selected executor.
• Task 13: The metric destination comes from the signed roster, with conflicting edges-file tests.

Platform-1e’s rev-2 conditions, as reproduced in the plan, are met on static inspection: selection writes nothing and takes no lease; the move check only refuses; record-write sites remain unchanged. Census values still require recomputation on the build base.

I could not access amadan #236. Acceptance of the new chooseCreateFirst census unit remains the separate dependency documented under Open questions. This review does not supply that acceptance.
