The install now activates the replacement’s guard before capturing it at relocationinstall.go:547. The revised fixture exercises the participant path without direct guard activation.

The widened authority is appropriately narrow: only installed or probing before P opens, for the current executor and named target, with matching install stamp and main’s local checks. Retired and older stamps remain refused. Activation rereads the claim under the guard lock; subsequent installation writes recheck authority, so a replacement race does not authorize stale installation work.

Verdict: relocation may merge dormant, subject to the required green CI gates. Existing activation gates remain applicable.
