2. Cap equivalence: RestorableWithinCap delegates directly to manifestWithinCap. Both it and checkManifest apply withinTreeCap to every m.Entries key, regardless of entry state. Passing the helper prevents a cap rejection by checkManifest; other validation can still fail.
3. Census: The overlay changes only the internal/hostfiles source envelope. I independently recomputed its hash and the legacy seal; both match. No existing root-read units changed.
