Astra: plan 2a, round 3 (confirming)

Rev 3 of docs/superpowers/plans/2026-10-16-region-ha-2a-core.md answers your round 2 (CODEX-REVIEW-REGION-HA-2A-2.md) and platform-1e's ruling rev 2 conditions (recorded on amadan #236):

• the move door's capacity failure goes through the H27 refusal, and the create door's placement gate gets the same treatment;
• chooseCreateFirst runs before any mutation in the create path, the environment binding included;
• the metric's AWS region comes from the signed roster;
• tests cover chooseExecutorFirst writing nothing and taking no lease, the same executor being chosen with capacity, and the move room check only refusing.

Judge:

1. Are round 2's three findings closed? Are platform-1e's rev 2 conditions met?
2. Anything new. Report only new items.
