Astra: plan 2a, round 2

Rev 2 of docs/superpowers/plans/2026-10-16-region-ha-2a-core.md answers your round 1 (CODEX-REVIEW-REGION-HA-2A-1.md) and folds in platform-1e's census ruling region-ha-2a (recorded on amadan #236). It has 13 tasks. Spec rev 15's H27 is clarified:

• doors choose before registering;
• the four choosing doors are covered;
• standalone sidecars are separated from attached ones;
• the alert limit is per console process.

Judge:

1. Is each round-1 finding closed? Give a disposition table first.
2. Are platform-1e's conditions met in the code? For private_ip: the same source as the box's edge entry, private and inside the VPC CIDR (CARLOS_PRIVATE_CIDR without AWS), not loopback, link-local or the metadata range, routing only, and tested. For boxRoster: operator-only and read-only.
3. Is the census treatment complete? That covers the four legacy and authority items and the record-write digests.
4. Anything new. Report only new items after the table.

Give findings P1/P2/P3 with plan section or file:line and a failure scenario. End with a verdict: ready to build, or not.
