  • The previous P2 is closed in the plan. The hold-only path now checks the source’s own installation. The new regression test exercises delayed reconciliation through the real adapter, census, and provision pass. Plan:15226
  • Installation identity remains checked. CheckHeld requires matching host, incarnation, row stamp, box, enrollment, and exactly one materialized route entry matching the row’s owner and identity. Missing or contradictory inventory refuses. Plan:15926
  • No installation authority is added. CheckHeld is used only for the hold-only branch; activation and installation retain CheckLocal. The hold changes only status and hold_op. Plan:16070

Static review only: eight replacement blocks match HEAD uniquely, and eleven proposed Go files parse with gofmt. No files changed or tests run; the reported test results were not independently reproduced.

Verdict: ready to build. The existing activation gates still apply.
