console: rate-limit counts fail on an unreadable day object, not a short total (#358)
A box's edge day object that does not decode now fails the rate-limit GET through its existing usage 502 instead of being skipped, which answered a smaller total that reads as fewer refusals. A missing day still counts as zero. The counting function's doc states the accepted limit of its account/app filter: AddDeltas relabels a row to its latest owner within an hour, so a host re-owned inside one hour shows the previous owner's two aggregate counts for that hour.
