Region HA plan 1b-next rev 2: Astra round 1 resolved (16 findings, none declined)

Every finding has a disposition row and a fix: D4 retention outside the
operation (evidence_refs), the pin bound to its claim generation and
selected under the location lease, the files manifest enforced by digest
and required at installed, writers stopped before the observation, flushed
positions durable before the producers close, controllers retained under
the agent lifetime, an evidenced empty bootstrap, the release deadline,
eligibility and shape at start, the reconcile action for held rows, and a
create path that is today's with CARLOS_REGION_HA off. Task 8 is three
tasks against the declared 6b and moves types; what no plan supplies is a
numbered request. Tasks 1 to 7 dry-run again on 3407d114 with 25 guards
removed in turn.
