region HA 2b: the joining and enrolment plan and its copy record

Plan 2b of region HA spec 2 (rev 15): host.env from SSM, install-channel,
the membership confirmer, the console's enrolment pass, mode selection,
root's half of joining, joining mode and the hosting flag, and the
carlos system verbs. Nine tasks, dry-run and replayed on 6834659c.
