Census overlay sec-mail-user-boundary: re-pinned for the sweep
serve's digest moves (it starts sweepMailBoundaries under CARLOS_MAIL_BOUNDARY_SWEEP=1; IAM calls only), its three /data literals stay put; the cmd/console and internal/mail envelopes are re-pinned and the seal moves to bea407c5. Still last, after wake-latency-1. Proposal note updated.
