moves copy gate: inventory only moves code, and skip the diff checks where git cannot name the merge base

TestMovesScanFilesCoverTheDiff failed CI on every branch but main: the CI
checkout has no origin/main, so the base fell back to the pinned 3407d114
and every file main gained since was flagged. The diff checks now skip
when there is no merge base, and the inventory covers only files in
internal/moves or importing it, so another branch's unrelated files are
never this gate's.
