# Astra: final review of the region HA stage B build (second reader)

**Review the code** on branch `region-ha-1b-next-build`, cf22260a..HEAD. That is stage B's build: Tasks 8a, 8b, 8c, 8d, 9 and 10, plus their review fix rounds. The plan is `docs/superpowers/plans/2026-10-10-region-ha-1b-next-stage-b.md`. You passed rev 5.3 as ready to build (rulings 1–84). Stage A, R9/J3 and the main merge before cf22260a were reviewed earlier, so judge them only where stage B interacts with them.

**What was built:**
- Relocation is wired into main's claim assembly, dormant behind `CARLOS_REGION_HA`. The pieces:
 - main's participation owner;
 - the release providers and probe-stop primitives;
 - O2′ (instance-key evidence);
 - the guard from an empty target;
 - P's build;
 - the local install under main's WorkSource, with its held row and held stage;
 - the relocation owner set, root's attempt reader and the probe attempt;
 - the probe stop, C10's discharge, N6's serving handover and the hold release;
 - the runtime pass, the completion-only pass (ruling 82) and the shared edges read.
- The activation record is in Task 10 step 9: a gate table plus 21 dev-box checks.
- Every task added an absence audit, because the plan's own code repeatedly treated missing or unreadable data as "none" or "empty". The report files in `.superpowers/sdd/2026-10-10-region-ha-1b-next-stage-b/` list each fix. Those files are on local disk and not committed.

**Judge:**
1. **Dormancy.** With `CARLOS_REGION_HA` off and claim mode off, does anything change? With claim mode on and HA off, does only the completion pass run, and does it do nothing without a completion?
2. **Authority.** Can any path let a box, an agent-written file or a request supply authority that root or the claim must own? Look in particular at:
 - root's attempt reader (C14 is pending);
 - the held-stage relay;
 - the completion barrier;
 - C10;
 - N6.
3. **Absence.** Does any reader still take absence as evidence?
4. **Crash and failure resumption.** Check every ordered sequence: the release, the build, the install, the probe stop, the completion (ruling 80) and the sweep.
5. **One implementation per concept.** Does the build duplicate anything main already has?
6. **Correctness, races, untested guards.**
7. **The activation record.** Does it name every gate needed before `CARLOS_REGION_HA` can be switched on?

Give findings as P1/P2/P3 with file:line, then a verdict: ready to merge dormant (behind its gates), or not.
