copy gate: claimstop_run.go is in the moves scan (whole-branch fixes, item 6)

The held-release route's gating reads the moves switch, so
internal/host/claimstop_run.go imports internal/moves and enters the
moves series' copy scan (TestMovesScanFilesCoverTheDiff). It emits no
operator-visible sentence.
