gate: the record-write census re-pins handleInstanceRetry after the declined confirmation line
6e6ad000 (Task 4) made the retry confirmation pick swapCopy.RetryLineDeclined for a declined box. Reviewed: no new store or record write; the function still only reads, renders, and calls the reviewed retry door.
