console: the closed-door walk counts the legacy-routes door (final fix F0)
Plan 8 Task 5 registered POST /api/cli/system/legacy-routes as a closed door; TestEveryClosedDoorRefusesAServiceCredential still wanted 48 doors and eight system doors. It walks 49, nine of them system doors.
