config writes: apply the reviewed copy

The six strings from the review, verbatim. Every edit Paul made was the
same one: an em dash replaced by a full stop.

Two mechanical consequences of taking the text as approved rather than
paraphrasing it:

- The empty-secret refusal carries its own "secrets set:" prefix, so its
call site prints it bare instead of prefixing it a second time.
- `env sync`'s line is corrected as part of the same pass. It promised
that "exec-backed instances converge within seconds", which is true of
the file and false of the program reading it for exactly the route
shape #16 was filed about, and it is the command people run while
waiting for a change to take effect.

The scope caveat prints once under the list rather than per host: the
caveat is about the list, so three copies of it say nothing more the
third time. The words are unchanged.

Tests assert structure, never wording, so none of this moved them.
