amadan
census: apply the moves-overcap-cut-236 ruling's extension (#236)
platform-1e extended census ruling moves-overcap-cut-236 to archive.walk, buildPrepared and readFileBounded. Each keeps main's class, disposition and rev3/basis, with ;census-ruling-moves-overcap-cut-236 appended. The binding condition is now stated in code at each root read. No read falls back to a path-based open when a root open fails; it refuses instead. The comments are at buildPrepared's OpenRoot, readFileBounded's root.Open and archive.walk's root.Lstat. The overlay header states the condition, and the "awaiting the extension" note is removed. The comments moved the three units' digests and sites and the internal/host and internal/moves/archive envelopes, so they are regenerated. New legacy seal fc38db00. The 9B8 sourceRound digest is unchanged (aacb3d17). main had not moved, so no re-merge was needed.
