moves: the table's resend schedule seam is audited, and the table's files are in the copy scan

SetTableRetryScheduleForTest joins TestEveryE2ESeamHasOneSetter with moves'
own tests as its one setter (ruling D11); reserve.go and tablewrite.go
join movesScanFiles (errors only, no operator sentence).
