plan: claim Plan 6 rev 2, Tasks 6-11 against claim rev 6.27 and the moves Phase 1 index

The moves interfaces (startAdmitted, K6 in doWake, SelectedTimers for
held rows, Regional.Run for moves scopes) land first; production provider
assembly, the registry ownership migration and root instance-control
transport are named implementation work still to plan (6b).
