changelog: generate docs/site/changelog.json from git, release notes and Amadan
internal/changelog joins every tag's first-parent commits (counted from the previous published release), each merged branch's own commits (Amadan tombstones, merge second parents, minus anything an earlier change already landed), credit from authors and Co-Authored-By trailers through docs/site/people.json, discussions referenced and attached on Amadan, and docs sections each change added to. cmd/changelog wires git, gh and amadan. Addresses in quoted records are redacted; anything public-unsafe left fails the run. docsite.Heading gains its line and docsite.Parse parses a page that is not on disk.
