sec-host-imdsv2-module: census overlay re-pins the region-host envelope (proposed)

aws_instance.host gains metadata_options, which changes
infra/modules/region-host/main.tf, so TestPlan14RootReadCensus reported
three discrepancies. Add the plan14-root-reads-sec-host-imdsv2-module
overlay, loaded last after static-redirects: a re-frozen legacy declaration
for main.tf (rev3=PROPOSED-sec-host-imdsv2-module appended), the
infra/modules/region-host envelope, and the moved seal. No read, file or
record write is added. Proposal note in docs/superpowers/notes. The ruling
is the census owner's.
