README: v0.23.0 is the app-regions rollback floor
The README asks for the first release that understands app regions to be named in three places before CONSOLE_APP_REGIONS goes on. This is the first of them; the sentence was copy-reviewed with the v0.23.0 notes. It sits after the floor paragraph rather than inside it, because that paragraph is pinned verbatim by TestApprovedCopyIsApplied (D6).
