carlos ratelimit: fan-out truncation, path zero resets, approved -h (#358)
A list cut at the console's record cap now ends the fan-out with the existing instances-list truncation note and a non-zero exit. A zero named in -path resets that field to inherit the base rule. -h on any subcommand prints the approved usage text, with no flag descriptions of its own.
