pricing: codex round three on plan two, unedited

Verdict: the plan needs a focused design round before it is
executable, and the blockers are contracts rather than code. It also
corrects my claim that CloudTrail is exactly-once; it is at-least-once
and permits duplicates identified by event id.

The finding that matters most is not fixable by more care. Access logs
can omit a record permanently, and no amount of waiting, deduplicating
or marking days unswept can detect an omission. Charging only verified
observed usage and accepting undercollection keeps the mechanism, but
the books must then never claim complete measurement.

Committed unedited before any revision, because whether that trade is
acceptable is a pricing decision rather than an engineering one.

+## 1. Disposition table
+
+Reviewed **`a5170bca`** against both prior reviews and the prerequisite plan. This was a document/code review; no implementation build or infrastructure apply was run.
+
+The round-two file contains **ten**, not eight, new findings. All ten are covered below. Line references refer to [the current plan](/home/paulca/amadan.net/carlos/platform/.claude/worktrees/pricing-plans-spec/docs/superpowers/plans/2026-09-10-store-egress-and-durability-meters.md).
+
+| Finding | Disposition | Assessment |
+|---|---|---|
+| R1 #3 — Production reader/configuration | **ADDRESSED** | :612 wires provisioning configuration; :782 supplies the package-local production fallback, pagination, reads and bounds; :487 adds reader permissions. |
+| R1 #5 — Delivery permissions and isolation | **PARTIAL** | :486 requires source-ARN and destination-prefix restrictions, but leaves the actual source set and its maintenance for dynamically minted/adopted buckets unspecified. The supplied policy remains account-wide. |
+| R1 #6 — Fleet-aware attribution | **PARTIAL** | :860–869 preserves the full fleet/path key. However, :871 proposes a configuration list for multiple fleets without specifying which fleet owns each route. Applying every configured prefix to every local route would misattribute identical paths. |
+| R1 #7 — Event days and catch-up | **PARTIAL** | Timestamp filtering and replacement remain correct. Still no task wires either collector into `economicsPass`, defines its date range, or orders the final catch-up before statement closure. |
+| R1 #8 — Partial logs become complete | **PARTIAL** | :702 rejects empty observations in principle. Prefix-only discovery at :784 still cannot enumerate stores that never produced logs; :796 still promotes a parseable, apparently healthy sample into `SourceDays` completeness. |
+| R1 #9 — Duplicate delivery | **PARTIAL** | Identified requests are deduplicated. :703 now deliberately counts unidentified records without deduplication and permits them below an unspecified threshold; duplicate copies can therefore increase billable usage. |
+| R1 #11 — Internal transfer classification | **PARTIAL** | :696–701 adds network ranges and an unknown category, but “known external” has no defined evidence/configuration. :786 still prescribes the old IP-only classifier, and `AppEgress` at :731 lacks `BytesUnclassified`. |
+| R1 #12 — Logging on healthy stores | **ADDRESSED** | :627 places logging inside the healthy return and after bucket creation on the provisioning path. :629–637 adds an ordering-sensitive fake and first-grant test. |
+| R1 #15 — Pricing consumers and allowance | **ADDRESSED** | :934–964 defines the helper, combined allowance, replacement durability cost, clipping and both JavaScript consumers. |
+| R2 #1 — Logging before bucket creation | **ADDRESSED** | The two-path placement at :627 fixes the first-grant failure. |
+| R2 #2 — Collector cannot read log bucket | **ADDRESSED** | :487 explicitly prescribes bucket listing and object reads for the collector. |
+| R2 #3 — Retention shorter than reconciliation | **ADDRESSED** | :441–447 extends retention to 45 days, covering the prescribed normal month-end reconciliation window. |
+| R2 #4 — Public edge IPs are insufficient | **PARTIAL** | The replacement recognizes the problem but remains incomplete and conflicts with Step 3. See R1 #11. |
+| R2 #5 — Unexported reader initialization | **ADDRESSED** | :782 installs the default inside `internal/console`. |
+| R2 #6 — Undefined `billableSum` | **ADDRESSED** | :940 defines it; :954–957 explicitly restores durability to `billableCost`. |
+| R2 #7 — Census erases fleet identity | **PARTIAL** | The key collision is fixed. The route-to-fleet association needed to populate those keys across multiple fleets remains unspecified. |
+| R2 #8 — Missing request IDs collapse together | **PARTIAL** | :703 prevents collapse, but replaces undercounting with possible duplicate charging below an undefined tolerance. |
+| R2 #9 — Terraform delivery-policy ordering | **NOT ADDRESSED** | :475–479 still lacks `depends_on = [aws_s3_bucket_policy.logs]`. |
+| R2 #10 — Empty configuration does not disable logging | **NOT ADDRESSED** | :540 and :612 promise disabling; :554–555 and :585–586 still return without changing existing logging. |

+## 2. New findings
+
+1. **[P1] Replacement writes can let an older collection overwrite a newer one.**
+ [Plan:790](/home/paulca/amadan.net/carlos/platform/.claude/worktrees/pricing-plans-spec/docs/superpowers/plans/2026-09-10-store-egress-and-durability-meters.md:790)
+
+ `Get` plus conditional `Put` does not by itself order the observations being published. Collector A reads logs totalling 100 bytes and pauses. More logs arrive; B reads and publishes 150 bytes. A then gets the current day object's ETag and successfully replaces it with 100. Retrying a conditional-write conflict with a fresh ETag and the old aggregate produces the same failure.
+
+ The prerequisite plan explicitly anticipates two consoles. Specify that the destination version is captured **before collection**, and that a conflict discards the aggregate and restarts collection—or provide equivalent serialization. Add a controlled-interleaving test. Statement closure also needs an explicit relationship to the final accepted collection; a preliminary “month is open” check cannot establish that relationship.
+
+2. **[P1] “Count `REST.PUT` operations” does not define the actual replication-write meter.**
+ [Plan:877](/home/paulca/amadan.net/carlos/platform/.claude/worktrees/pricing-plans-spec/docs/superpowers/plans/2026-09-10-store-egress-and-durability-meters.md:877)
+
+ `REST.PUT` is an operation family, not the logged operation for a normal object write. Exact equality counts nothing; a prefix match counts a different set. The task also supplies no outcome rule for failed requests.
+
+ This matters for the deployed replication client: the repository pins Litestream **0.5.15**, whose S3 writer uses the SDK upload manager and supports multipart uploads. Multipart creation and completion use POST operations, while parts use PUT. Counting only PUT-family records therefore does not capture all upload requests that incur costs. [Litestream’s pinned implementation](https://github.com/benbjohnson/litestream/blob/v0.5.15/s3/replica_client.go), [AWS multipart accounting](https://docs.aws.amazon.com/AmazonS3/latest/userguide/mpuoverview.html).
+
+ Specify the exact operation/outcome table implementing the existing replication-write ruling. Test a small upload, multipart upload, retry and failure. An engineer should not have to decide whether this meter represents completed replica objects or the underlying charged write requests.
+
+3. **[P2] The stated CloudTrail fallback relies on a false exactly-once guarantee.**
+ [Plan:31](/home/paulca/amadan.net/carlos/platform/.claude/worktrees/pricing-plans-spec/docs/superpowers/plans/2026-09-10-store-egress-and-durability-meters.md:31)
+
+ AWS describes CloudTrail as supporting at-least-once delivery and explicitly permits duplicates, identified by the same `eventID`. The plan's “exactly-once” claim is incorrect. [AWS CloudTrail FAQ](https://aws.amazon.com/cloudtrail/faqs/).
+
+ Correct that claim. A future switch still needs a defined identity mapping, deduplication and reconciliation contract; replacing the reader does not establish invoice correctness by itself. This is not a recommendation to reopen the chosen mechanism.
+
+**Direct answer: this plan still needs a focused design round before it is executable task by task.** The blockers are collection scheduling/finalization, replacement-write concurrency, classification and completeness policy, and the exact replication operation set. Writing the placeholder tests is ordinary implementation work; settling those contracts is not.
+
+**Access logs alone cannot prove complete, exact billing-grade metering.** AWS explicitly says records can be permanently missing and that server logging is not complete accounting. Waiting longer, deduplicating and marking detected failures `Unswept` cannot detect an omitted record. [AWS delivery guarantees](https://docs.aws.amazon.com/AmazonS3/latest/userguide/ServerLogs.html#server-access-logging-best-effort).
+
+That does **not** establish that CloudTrail is mandatory for every defensible billing policy. Charging only verified, deduplicated, correctly classified observed usage—accepting undercollection—can retain access logging, but it must not claim complete measurement. **If the requirement is complete accounting of actual usage, the access-log-only ruling needs to change.** CloudTrail would then need evaluation against that requirement, not acceptance as an exactly-once drop-in replacement.
