plan: the AGENTS.md move, in Task 16's own words

Task 16 Step 3 said to add the sidecar rule to CLAUDE.md, which was right
when it was written. Main has since reduced CLAUDE.md to a pointer and moved
the guidance — "Rules this repo has paid for" included — into AGENTS.md.
The merge already put the bullet in the right file; this is the plan
catching up to where it landed, so a reader following the plan is not sent
to a file that no longer holds the section.
