Found during #82's Settings work (branch worktree-domain-attach). assembleChannels calls release.Store.List with no s.cfg.Releases == nil guard, so a console running without a deployment bucket panics on ANY app page. Pre-existing and wider than #82: that branch added the guard to ensureAccountManifest (which had the same hole) and made assembleSettings populate domains before its early return, but the channels assembly still panics, which is why the branch's bucketless render test calls assembleSettings directly instead of going through HTTP.
