Still outstanding: Alias DNS and cert stamping are inert on any box without PLATFORMAPPSDOMAIN, so domains list shows nothing there.

From PR #164's final review (#151 follow-up 3/3). Two visibility gaps in carlos domains list's dns/cert columns:

  1. Alias DNS/cert stamping rides domains.Reconcile, which is inert without PLATFORMAPPSDOMAIN — a box serving aliases without it never stamps, and list shows '-' forever (both production boxes set it today).
  2. Fleet boxes write snapshots under fleets/<fleet>/status/boxes/, which the console's alias-readings join (status.LoadBoxes → status/boxes/) never reads — an alias served from a fleet box lists 'pending' while serving.

Wanted: decouple alias stamping from the apps-domain gate, and fold fleet-box snapshots into the domains list join.
