The domains attach door has only the token-burst limiter (cliInstanceBurst, 60/min) — no per-tenant daily quota like instances' 10/address/day. And every claim adds one bucket GET to every box's ReconcileAliases (fast serial leg + 5-min floor), fleet boxes paying it through the store door: N claims = N GETs per pass per box, ahead of the adopt leg inside the 2s-convergence promise. Fine at tens of claims; titogo customer domains target hundreds-plus.

Wanted: a claims-per-app quota at the door, and a cheaper listing shape (single index object, or ETag-gated listing) before claim counts grow.
