census-propose: decisions need a hand-written chain line, and a re-run overwrites the card's hand-written sections open

make census-propose has two gaps that showed up on pro-6214-service-runs (PRO-6214, landed as a5f0509):

  1. A branch with decisions needs a second overlay, and that overlay loads only through a chain line written by hand. The decisions are new units, removed units and new kinds of read. testdata/plan14-root-reads-chain.tsv says in its header that only census-propose edits it. A hand-written line breaks that, and nothing checks the hand-written line.
  2. Rerunning census-propose with the same NAME overwrites the hand-written sections of the approval card. That covers the decisions and the authority call-outs. So a rebase that needs a re-seal silently drops what the owner approved, unless the agent restores it by hand.

Suggestion: census-propose could take a DECISIONS file (rows plus a reason for each) and write both overlays, both chain lines and the whole card, so a re-seal is one command that loses nothing.
