claims: console-report evidence is overwritten by the agent's next status tick (~5 min) open
The console process evidence that carlos system claims console-report adds to the console box's status report is gone again at the agent's next status report, about 5 minutes later. That report doesn't carry the console entries.
So claims run publish-floor has to run straight after console-report. Anything later that needs the console's evidence (floor readiness, readers) loses it within about 6 minutes.
The claim rehearsal found this on branch claim-prev-rehearsal (report: after236/prev-rehearsal-report.md). For the dev cohort-1 trial, the runbook orders console-report straight before publish-floor. Before production cohorts, the agent's report should carry the console's guarded-process evidence, or the floor check should read it from where it lasts.
