carlos agent panics at start on any box without CARLOS_HIBERNATE_BUCKET. In runAgent, activator.ConfigFromEnv() returns a nil config when hibernation isn't configured, and *cfg is dereferenced at internal/host/agent.go:309, passed to registerProductionMovesParks. This came in with d6122533b (post-Plan 12, 2026-10-12), so it's in v0.27.x and v0.28.x.

Every dev and flagship box has the hibernation block, so nothing live has shown it. But an edge-only box, using the region-host README's minimum host.env, crash-loops its agent. The claim rehearsal's root-runner box found it (claim-prev-rehearsal, runner run 20261018T135156-a315bd).

Likely fix: pass activator.Config{} when cfg is nil. registerProductionMovesParks already refuses on an empty bucket. That changes the effect on claims-off boxes from a crash to a start, so it needs Paul's go and a release.
