The gap. A hub that creates a tenant instance can't give it any per-instance value. PUT /api/cli/apps/{account}/{app}/config needs operate (internal/console/authcli.go:842). Instance create under the instance role can only bind an environment that already exists (internal/console/apiinstances.go:1052). A path-routed tenant needs its slug, so rastrillo reads it from the instance's hostname label. That works, but a slug can't be renamed without a new instance.

Asked: let POST …/instances and PATCH …/instances/{host} carry a small map of non-secret values, with a size cap, written to the instance's <host>.env under the instance role. A hub could then set RASTRILLO_SLUG per instance, and renames would work.
