Publish the instances and paths HTTP API, with an error code a client can branch on Feature Request open

From: rastrillo's provision client (roadmap Plan 4, plan on rastrillo provision, docs/superpowers/plans/2026-10-17-provision.md). First consumer: ppl's hub, which creates one instance per person at sign-up.

The gap. docs/site/cli.md documents CLI verbs only: no HTTP answers and nothing on path routes. The status table that apps rely on lives in the skills repo (platform.md, "Provisioning instances from your own app"). It is missing answers the handlers give today: the 202, the 503 with Retry-After, the busy 409 with Retry-After, the 403, and the "instances are not enabled" 409. Every 409 has the same shape, so a client can tell "pick another label" from "instances are not enabled" only with an extra GET.

Asked:

  1. An HTTP reference page for POST /api/cli/apps/{account}/{app}/instances and PUT …/domains/{host}/paths: every status, its body, and which ones carry Retry-After.
  2. A stable code beside error in each refusal, for example host_exists, not_enabled, host_held, busy, no_room.

Nothing waits on this. provision cites the handlers on origin/main 04819f9b and uses them as they are.
