Adds operator API and CLI preview, finite reviewed enrollment, and historical status using the accepted private Store functions. Requests bind the saved roster to an explicitly selected console and authenticated operator; exact retries preserve operation identity. No grants, billing activation, provider calls, or live enrollment have run.
